The Argentina Mercedes Mystery

We received this photo with very little information. What we do know is that it was taken in Argentina where Mercedes-Benz founded a subsidiary in 1951. They imported large quantities of the Mercedes-Benz 180 D, which were used as a taxi. However, this seems to be the earlier model 170 D that has lost most of its bodywork. Who can shed some more light on the origins of this photo and what's happening here?
