Tough to crack: Car Puzzle #82

Sorry about the poor quality picture, but this is quite a rare car and so are the pictures. We're not giving you any special hints except for the fact that it's not a high volume car and that you need to think 'out of the box'. Leave the beaten track and go places... Tell us what in your opinion is the Make, the Year and the Type of this fine car. Any background information not readily available on the web is highly appreciated. Think of trivia like what was the inspiration of the designer and what make of tires may have been used.
